San Antonio’s Reproductive Justice Fund is our commitment as a city to support and respect the reproductive needs of our residents — in a state where policymakers have dramatically impacted the health and safety of pregnant individuals. In some instances, leaving the state for abortion is the only option to save your life. Our proposed $100,000 fund can help nonprofits provide this access to safety.
This is a public health crisis.

- Maternal mortality rates are increasing and people in our state are dying under statewide abortion bans.
- From 2019 to 2022, the rate of maternal deaths in Texas increased by 56%, compared with 11% nationwide.

This is a domestic violence issue.
Expanding abortion access is a critical step in addressing the intersecting crises of Reproductive Justice and Intimate Partner Violence (IPV) that disproportionately impact the City’s most vulnerable districts.

Legal Questions
Municipal government is the most direct and immediate line of defense for residents. As Public Safety chair, I hold significant responsibility for protecting our residents — this includes their access to safety, life-saving health care, and even legal protections.
- We can not cower to legal threats from the State. Our City Attorney’s job is to protect our city from litigation from outside parties — it’s part of their office’s daily roles and responsibilities, and accounted for within our budget.
- Austin City Council has been targeted with lawsuits from the State Attorney General as a result of their abortion travel fund.
- The City of Austin has pledged to continue to fight back against baseless lawsuits.

Texans support access to abortion.
The data is in.
- A new poll shows Texans across party lines overwhelmingly support access to abortion in certain circumstances. Link >
- 84% support allowing abortion if there is a lethal fetal anomaly or diagnosis
- 83% support abortion access in cases of rape or incest
- 82% support abortion to preserve the woman's physical health
- 70% support abortion to preserve the woman's mental health
- In Amarillo, TX, voters overwhelmingly upheld residents' rights to leave the state for an abortion. Learn More >
